The short answer
For a recurring report, prefer a reusable transformation. For an awkward table, prefer visible controls and preview. For a scan, confirm OCR is included.
A finance team converting one table needs a different tool from a team importing a report every month. Scanned pages need OCR before rows can become usable data. Identify the source and recurrence before assuming every PDF converter solves the same problem.
This list includes desktop converters, a spreadsheet connector, browser utilities and two repeatable parsing services. Able2Extract leads for its documented conversion controls; Acrobat fits an established PDF workflow; Power Query fits refreshable imports. The order changes if installation, server uploads or recurring document intake dominates your requirements.
These are documented capabilities, not shared conversion-test results. Check row alignment, numbers and reconciliation on your files. Raw OCR APIs are excluded: returning JSON is not the same as delivering a usable workbook.

What matters for this decision
- Source compatibility
- Separate digital text PDFs from scans; verify password, size and layout constraints.
- Table control
- Look for selection, preview and cleanup of merged headings, multiline descriptions and columns that span pages.
- Repeatability
- An analyst who refreshes a monthly report needs different controls from a person converting one occasional file.
- Document handling
- Compare local processing with server uploads, and confirm your organization allows the intended route.
The ranked picks
Able2Extract Professional
Best for desktop table conversion controls
Able2Extract Professional is a desktop PDF converter with automatic and custom Excel conversion, OCR and batch processing. Table controls let an operator adjust structure and preview an export. Windows, macOS and Linux versions are offered, with a perpetual single-user license available for teams that prefer a desktop purchase.
Automatic or custom conversion, preview, OCR and batch processing suit finance operators who need direct control over table structure.
The tradeoff: It requires installation; perpetual licensing does not include every future upgrade or support option.
Price and billing: US$199.95 perpetual single-user license or US$49.95 for 30 days. Major-version upgrades and optional support are separate.
Check before choosing: Requires installation; there is no web-app version for browser-only collaboration.
Adobe Acrobat
Best for an existing Acrobat document workflow
Acrobat converts PDF content to XLSX through an online workflow and offers broader PDF editing and export in its paid applications. Acrobat Pro also includes scan-to-editable-PDF functionality. It suits a finance team already working in Acrobat that wants conversion within its document workflow rather than another document-processing platform.
Choose it when XLSX export belongs alongside the PDF editing and scan tools the team already uses.
The tradeoff: Check the paid plan and online-versus-desktop workflow instead of assuming every feature is free.
Price and billing: Free online conversion is offered; broader features require a subscription. Check regional renewal pricing and monthly versus annual commitment.
Check before choosing: Online conversion uploads files to Adobe; annual billed-monthly plans carry commitment terms.
Microsoft Power Query PDF connector
Best for repeatable imports into Excel
Power Query imports detected PDF tables into supported hosts such as Excel, then applies reusable transformations before loading the data. Page-range controls and folder-based imports support recurring work. It is a data preparation route for analysts who want a repeatable query, rather than a general PDF editing or scanning application.
Reusable transformations suit recurring digital reports where the analyst wants to refresh data and preserve cleanup steps instead of reconverting manually each month.
The tradeoff: Multiline rows and large files may need extra transformation work; verify host availability.
Price and billing: Access depends on a supported licensed host. No standalone connector subscription is listed; verify your Excel/product version and license.
Check before choosing: Multiline rows may need cleanup or M code; large documents can time out.
Smallpdf
Best for occasional browser-based conversions
Smallpdf offers a browser-based route from PDF tables to XLSX without desktop installation. Its product page separates selectable-text conversion from scanned-document OCR. Basic conversion suits occasional files, while OCR and batch processing require Pro; teams should decide whether a server-based upload fits the documents they handle.
The browser route is convenient for a small number of selectable-text tables when installing software is unnecessary and server processing is acceptable.
The tradeoff: OCR and batch conversion are Pro features; free use is limited.
Price and billing: Free use has limits. OCR and batch conversion require Pro; confirm the current regional subscription and trial terms.
Check before choosing: Server processing and free usage limits may rule it out for some finance workflows.
Docparser
Best for recurring business-document layouts
Docparser combines parsing rules, OCR and document-specific filters to extract fields and repeating tables from business documents. It supports direct Excel, CSV, JSON and XML exports alongside an HTTP API and webhooks. Its layout and formatting controls suit repeatable documents that an operator can configure and maintain.
Use rules and exports when the job is repeatedly collecting particular fields or tables from known reports, rather than recreating the entire visual page.
The tradeoff: Plan for layout setup and any table or multi-layout features your documents need.
Price and billing: Starter: US$39/month for 100 credits and 15 parsers. One credit covers one document up to five pages; longer files use more.
Check before choosing: Multi-layout parsing costs extra on Starter/Professional; Smart Tables begins on Professional.
Parseur
Best for pDF attachments arriving by email
Parseur routes emails and documents through mailboxes with fields defined by AI instructions or layout templates. It exports extracted data to Excel, CSV, JSON and connected applications. That combination fits recurring intake where the same information must reach a spreadsheet or another business system.
Its mailbox intake and Excel export fit a repeatable queue where selected fields from incoming PDFs must land in a spreadsheet automatically.
The tradeoff: This is an ongoing parsing service, with page credits and plan constraints.
Price and billing: 20 pages/month free. Micro lists US$49/month for 100 pages, or US$468 billed annually. One credit equals one page.
Check before choosing: Shared multi-user access requires Scale plans starting at 10,000 credits/month.
Tabula
Best for free extraction from digital tables
Tabula is a free, open-source tool that extracts tables from text-based PDFs into CSV or spreadsheet-compatible data. Its locally launched browser interface lets a user select a table area and preview the extraction. That makes it a focused choice for individual digital tables when a complete OCR or document workflow is unnecessary.
Local selection and preview provide a focused route to CSV when the PDF already contains text and a single table is the task.
The tradeoff: It does not read scanned PDFs or replace a complete OCR workflow.
Price and billing: Free and open source; donations are optional.
Check before choosing: Works with text-based PDFs only; scanned pages require a separate OCR step.
Choose by the constraint you have
- A digital report repeats every month: Power QueryKeep the transformations with the workbook and test refresh on the next report.
- A desktop operator must adjust table structure: Able2Extract ProfessionalEvaluate its row/column controls with the difficult table before buying.
- Invoices arrive as a recurring email queue: Parseur or DocparserUse extraction and delivery rules instead of a separate manual conversion for each file.
Validate the workbook, not the download button
- Choose a simple digital table, a multi-page table and a permitted scan if scans are part of your work.
- Check dates, decimal separators, negative amounts, column alignment and whether headings became unwanted data rows.
- Reconcile row counts and totals against the PDF. Test CSV encoding and spreadsheet number types before importing elsewhere.
- Repeat with the next report or changed layout; record cleanup time and whether the workflow remains reproducible.
Keep the trial result and the original input together. A vendor feature list establishes what to investigate; it does not establish your accuracy, savings or operating cost.
Questions before you commit
Why is a scan harder than a digital PDF?
A scan is an image of the page. A tool needs OCR to recognize the text before it can reconstruct rows and columns. Tabula is explicitly for text-based PDFs; Smallpdf places scanned-document OCR in Pro. Confirm the route before uploading a batch.
Does Excel’s PDF connector remove all cleanup?
No. Microsoft documents cases involving multiline rows, large files and custom transformations. Its advantage is making a repeatable import possible, not guaranteeing that every PDF table arrives as a finished ledger.
Should sensitive financial PDFs use an online converter?
Follow your organization’s handling rules. Review where the document is processed, retention and access terms. A local desktop or local table-extraction route may fit a restriction on server uploads, but still needs an approved installation and output review.
